Parc On Summit Condominium Minutes - Board of Directors Meeting

Call to Order
President Forrest Rode called to order the Board of Directors meeting of the Parc on Summit Condominium Association at 6:30PM on Tuesday, January 22, 2013 at the Capitol Hill Public Library - 425 E. Harvard Avenue, Seattle, WA 98122.

Ralph Allen - Grace Architects

Building Envelope Study
Ralph Allen, of Grace Architects, reviewed the Building Envelope Study he conducted for the Parc on Summit. He suggested that to be most cost-effective and efficient, the Board should consider a project scope that includes, not only the required roof replacement and stacked balcony repair, but also potentially includes replacing siding and adding amenities, such as bike storage.

Minutes
Steve Wilson made a motion to approve the December minutes with changes by Suzanne Heidema. Matt Ayer, Joe Whiting, and Ellen Hutchinson voted aye and Forrest Rode abstained.

Resident Manager Report
David Swanson reported via email: We have had a long month. pressure washing all deck areas to maintain warrantee. Clearing drains in front planters of debris from gutter re-router into the planters. Placed decorations on front entries and lights in trees in front lower planters. Trimmed trees in front lower planters too. replaced fence panels knock down in the back. Retrieved some video of break in and bike theft in the garage and made all reports to Police and repaired Hi-def camera net work. Managed elevator repair while Steve and Suzanne where on vacation and provide clean up and all necessary equipment to keep work area free of mud and oil debris. Recycled bulbs and large electronics. Cleaned plugged rear deck drains from dirt running off of building. Repaired north entry door, a few light fixtures and one gate. Repaired holes in the roof from elevator jack repair and a few of the more minor spots needing repair.

Elevator Repair Status
David Swanson reported that the north building elevator is now fully operational.

Owner Concern
David Swanson presented an alternative project proposal recommending the required project elements be repaired under a five year schedule rather than by the insurance directed October deadline. Steve Wilson will forward the proposal to David Silver, the Parc attorney, to confirm that the projects must be completed by the October deadline.

Financial Report
Suzanne Heidema reviewed that financials, with $55,497.77 operating funds, reserves, revenue and expenses in line with the budget. She is working with Barker Martin to determine the monthly installments we need to submit to pay towards the Leckman's Lawsuit legal work, probably about $5,000.00 per month until the $22,911.00 is fully paid.

Amendment Vote Update
Ballots are due to the Board by February 10th and Board members will be contacting those owners with outstanding ballots to encourage full participation.

Special Meeting Preparation
Ellen Hutchinson will create a question and answer sheet for the upcoming January 28th Special Homeowners Meeting to outline the amendment, special assessment, and the project scope overview.

Property Management Company Search
On Friday, January 25th Board members will review property management company proposals and determine which ones to interview and then conduct finalist interviews the first two weeks in February.

Leckman's Settlement
Steve Wildon moved to accept the attorney's recommendation to offer a settlement amount to the Leckman's. Forrest Rode seconded, Ellen Hutchison approved, Matt Ayer abstained, and Joe Whiting abstained.
